The 489 series was introduced in 1971 as a vehicle based on the 485 series with modifications to allow passage between Yokokawa and Karuizawa on the Shinetsu Main Line. As the number of trains increased, the same design changes were made as for the 485 series, and from 1972, a group with KuHa 489 200 and 600 series trains as the lead cars were manufactured.
